I assume you mean that you didn't get your stogies from a person-to-person trade???

More info please.
Did you try to contact the person directly?
Did the person say they shipped?
Do you think this was intentional?
Tracking number?
What was the value?
Was it a trade or sale?
Did you know or trust this person?

Before you go and slander someones name, I would hope that you have completely exhausted all means of trying to find out what happened...

And even then, maybe you just chalk it up to lesson learned.

CA does not have a formal feedback mechanism in-place, so we rely on each-other to keep things on the up and up.

First and always try to work it out privately.
