I'm sorry sir, the numbers are handed out in order of joining the ranks, much like the Stonecutter's Guild. The only numbers issued out of order were 0000 to Stogie just because he was a sneaky bastard and got that number before the rules had been written and 9999 to the Eye.

If you don't want 0006, may I suggest 006, 06, 00006 or just plain 6? I must also ask you to cease and desist in using 0007 or forfeit your courtesies and privileges as a member. If you do not comply, you will be "sheeped." (We strip you nekkid, roll you in glue, cover you with cotton balls and then whisper in Stogie's ear that there is a new young sheep in the pen.)
