Just have any of your non-smoking friends and co-workers max out their exemption for you when they come back from vacation. Have the cigars shipped to the address they are staying at.
Buy them a case of beer for their troubles and you are still saving a fortune.
I bought a C.A.O. Mx2 belicoso the other day locally just to try something different and paid $16.99. They are only about 5 or 6 bucks to buy in the U.S. Canadians can't afford to smoke cigars at Canadian prices.

They wouldn't even pay the duty. The cheapskates would just refuse the shipment and it would either be returned to the vendor or destroyed. Needless to say when a vendor has to swallow this expense and when customs decides to harrass him for false delcarations etc...he eventually stops shipments to Canada.

when a package is assessed some insane amount of duty, I refuse it (my max is about 200$ per box od duty.. more than that, and I just will not accept it)..
most vendors used to offer free reshipping.. so once the package was refused at the postal office, it was returned (free of charge) to the vendor, which would turn around and reship it..
more and more, vendors are either not shippiong to Canada, or simply not offering guarantees...
so if a shipment is nailed, and you want to refuse it, then it is simply lost....
You can always appeal it to customs. I dont have their number. But you can call them and find out. There is a standard rate on duties then prov. and fed. taxes. I was told that you can appeal.
