Yes, you can smoke in NYC cigar shops. Davidoff Madison allows smoking throughout the store Davidoff Columbus Circle has a smoking lounge, which is due to reopen soon.

Limbaugh, don't forget there are also several cigar bars. You can do a search on the forums for more info on these. (Note: Aubette, a block away from my apartment and possessor of one of the best male/female ratios in the city, is no longer with us. Neither is Campbell Apartment, which forbade smoking about two years ago due to low tobacco sales.)
