For vintage Cuban cigars you must look outside the USA. There are shops in London, England that still have cigars from people who died in the Blitz during WWII.
There is a guy in Hong Kong who buys and smokes vintage cigars.
You need to look for auctions.

You can also get pre-embargo smokes (availability varies, obviously) from the Gotham Cigar Museum.
They also have a Vintage Cigar of the Month Club, which gives you an opportunity to sample a variety of pre-embargo bonded/clear Havanas at a reasonable price.
So many cigars, so little time...
