The customs here in Norway are not very cigar-friendly. My box of Rasc arrived today after three weeks of shipping/customs from Spain. They seem a bit dry... I know that cigars should rest a month or so after a week of shipping, but can I expect these to recover completely? If there is a possibility for recovery, could anyone please tell me what I can do to ensure that?

3 weeks is fine..

just let the cigars rest for a couple of months, and they'll regain their glory...

Yeah 3 weeks is not lethal, especially if they were packed airtight enough (even if without any kind of humidification). I believe that's fully recoverable, just need some patience.

And tell you what, 3 weeks for int'l shipment is no surprise at all. Recently I've been getting stuff (not only cigars) in 10-15 days and I consider it improvement of the post's work. Before it was often 4-6 weeks.

Customs in Italy is no better slow as hell so is the mail. If your going to mail something from Italy it takes twice as long to get there than mailing it from the States. As Sal said let them rest they should be fine.
