Democrats are saying that a troop increase should not occur on the basis that it will engender dependency. In other words, they are using the same argument conservatives have used for years about "hand-outs" and the welfare state.
Talk about a "flip-flop" and convenient logic.

A troop increase of about 21,500 is really meaningless. That would still be a lower head count than at other times during this war.
Last night's speech by the President was more about buying extra time. Maybe extra time to see if there is anything that can be turned around for the better. Or maybe extra time so that Bush will be able to get out of office before a decision of withdraw has to be made by the next President.
Last night was politics, and not any meaningful change of anything regarding the failed Iraq invasion and occupation venture.
