You cannot smoke within 20 feet of a window, doorway or ventilation shaft. You can smoke in certain hotel rooms (no more than 20% can be designated smoking.)
You cannot smoke in virtually ANY building. Oh and usually in the winter it rains in Hawaii (it did for all of three days during the past two weeks.)
As for the beach on Waikiki...dunno. In Maui you can. The net result of this idiootic law has hurt Hawaii financially since Japanese tourism was down another 6% last month.
The good thing is the Health Department enforces it. They are not very responsive. Some of the guys in Oahu says there are still a couple of places to smoke. I do not kow what they are however.
hawaii (all islands) are even worst off on there no smoking laws that california...
the only place you can smoke at any resort - is the beach (which is technically public property)
my advice buy a otterbox and bring your torch lighter in your carry on...if you dont you are going to have a hell of a time lighting up with cheese bic on a windy beach...
smoking on nearly every resort grounds is stricly verbotten and only in tiny designated areas...this means no pool side or outdoor bar smoking.
was in kauai last year...got spoken to by resort management for chewing on my unlit smoke as i read by the pool...
have fun...enjoy watching the japanese girl toursits...they all look dress in a cross between madonna (circa 1980s) and gwen stefani...even at the beach...
Yeah I checked the TSA website this morning and torch lighters are a no no. I think I'll take your advise and just get a cheap torch while Im there. That way, it wont bother me if it gets confiscated on the way back.

when I travel somewhere that I can't carry my torch to, I usually take a sheet of cedar with me(taken out of an empty box), break it up in 1/4" strips, and use the strips as a means to light my cigars... but that could be an issue on a windy beach.....

You can bring a torch lighter in your checked luggage, if you have it in an Otter Box, like someone said earlier...
