Never had trouble buying cigars from Nicaragua in Canada. Davidoof has them and other stores too. Thomas Hinds in Toronto even sells them on-line.

I've purchased Nic. cigars from several B&M's in Alberta on multiple occasions.
The onl;y cigar I'm aware of that we cannot get, is the Cuban Punch.(trademark issues- we get the Honduran only)

Plenty Nics in Ottawa. Not a strong seller. Cubans are still numero uno.
