Some are stuck on so damn good that it's hard to take them off without damaging the wrapper. If I can easily peel them off, off they come (for my cigar journal). If not, I'll smoke right through them. Sometimes they're pretty easy to take off once they heat up a bit too.

I had a real problem with that on a 5-pack of Padilla Hybrid Robustos. The label was so big so as to fit in the ornate design logo that I had to peel it off if I didn't want it to burn within the first 5 minutes. Of course, the glue had squeezed out on about 3 or 4 of them and when I peeled the label, off came some of the wrapper. I tried the smoke a while and let it iheat up method, to no avail also.

Let the cigar warm up before peeling off the band and try to squeeze the cigar in the area of the band to loosen it.

Also try letting it heat up and then twist the band without peeling it, should slide right off without the need to peel or even break the band.
