It is my understanding that if it is made in Cuba it can not be brought into the U.S. regardless of where you buy it.

LEGALLY, yo can bring back a max of 50 cigars and 1L of rum....
BUT; they will tolerate if you bring back 2 700ml bottles of rum cause it's hard to find 1L (or 1.15L) bottles in CUba (well it used to be). Everyone brings back 2 small bottles instead of one big one. If you want to take a little bit more risk.. you can use the water bottles they give you and fill'er up with the cheap Mulata rum at $2.80 a bottle
Cigars, well it's 50, if you have a few extra, they don't really care. For the receipts it's pretty much for Cuban customs.

Marty means 50 cigars absolutely duty free for each adult.
You can bring more. If you declare them you will be charged duty approaching 200% of your purchase price. I've heard that 200 cigars can be brought this way. More than that and you may need an import licence or something.
And cigars are the only tobacco that has an absolutely duty free provison. Cigarettes, tobacco leaves and sticks all have a small duty that is usually handled by the duty free shop but it will be collected if you did not buy them a duty free shop.
BTW. For Canadians we have a dollar limit also. And this includes the cigars!

By the way you CAN combine with your spouse providing you all live at the same adress. You would use one form. It is alittle 3 inch by six folded paper that is given to you in the aircraft heading to Canada.

Having done the Toronto/Havana run over 20 times, I have never been charged duty on cigarettes.
I declare everything, so it's not like they do not know.
I also, usually bring back 200 cigars. more than that and you will lose them. Until tey changed the rules, I used to bring back a lot more. It's a long story but heed my words.
Some anecdotal evidence. I have not been charged duty on cigars for well over 7 trips now. They do ding me on the excess rum though.... jeje
I passed that info on to other travellers, and they have also experienced the lack of interest by customs in Toronto, when it comes to cigars.
Just to add. In all, but 1 of those cases, I was pulled aside for secondary inspection and it was the inspecting officer that waived the duties/taxes.
Montreal customs is a much different animal.
If you do end up being assessed taxes/duties, they are 150%, give or take a few points, of the "declared" value. Better have a receipt to back it up though.

we went to cuba Toronto to Varadaro, and returned. we were allowed 50 cigars per person and 2 bottles of rum cant remember the size though.
In Varadaro they didnt ask me for a single receipt for anything, and on the plane home we had to fill out a customs form for when we landed. Our canadian customs asked what we had and I handed him our customs form from the plane, answered his questions, and that was it, no hassels whatsoever. Next time I go I'm going to try to bring a few extra boxes and a couple more bottles.
