In the new CA magazine it says that Americans can not buy CC's anywhere in the world legally because of the trading with the enemy law. I s this true? I thought you just couldn't bring them in the US.

yup, I think technically from what I remembered you cannot even smoke one even if it is given to you. I could be wrong though, and yes it is ridiculous and silly

That is true. Americsns cannot buy, smoke, import possess, export, or sell CCs legally.

I thought it was legal to smoke and possess them as long as you didn't buy them, but this site says otherwise (I'll withhold judgement on its credibility)
This is a no brainer without interpretation for an everyday, average American (non journalist or authorized traveler to Cuba, etc).
Under the Trading with the Enemy Act, you cannot purchase, possess, or consume products of Cuban origin anywhere in the world, be it in the United States or anywhere else.
The provisions of the OFAC regulations with respect to goods of Cuban origin are set forth below:
31 CFR 515.204
§ 515.204 Importation of and dealings in certain merchandise.
(a) Except as specifically authorized by the Secretary of the Treasury (or any person, agency, or instrumentality designated by him) by means of regulations, rulings, instructions, licenses, or otherwise, no person subject to the jurisdiction of the United States may purchase, transport, import, or otherwise deal in or engage in any transaction with respect to any merchandise outside the United States if such merchandise:
(1) Is of Cuban origin; or
(2) Is or has been located in or transported from or through Cuba; or
(3) Is made or derived in whole or in part of any article which is the growth, produce or manufacture of Cuba.
So it is fair to say the mere possession of cigars from Cuba is prohibited under this, and other, regulation.
