Second of all, it's illegal to bring Cuban cigars into the United States from any country.
Third of all, what constitutes an "authorized trip" would be a missionary, humanitarian or journalistic trip. You can't bring any cigars back even if your trip is authorized.
Fourth of all, why would you go to Canada, then go to Cuba, then back, just for cigars, when you can just order them on the internet? It's still illegal to bring Cuban cigars into the United States, and it's also illegal to travel to Cuba as a United States citizen. Besides, Mexico is closer to Cuba.
