I just got a HDM Petit Robusto today. I noticed that the foot of the cigar was not cut evenly....is this common?

It happens. But since you have only one specimen there is no way for anyone to make any kind of statement that will qualify for you. If you had a whole box of poorly cut cigars, that would be a bad sign.

A slightly mis-cut single? Who knows!?

Again, it happens. (Pretty rare though, as it’s hard to fool a cigar cutter…I’ve noticed maybe two in my whole Cuban career…) Take from that what you will.

I just recently smoked one and it was awesome. Had about 9 months of down time on it. I can't help you out with the un-even cut though.

I bought the robusto and pyramide Seleccion's Cigars from the Partagas factory, and some of the cigars had slanted cut feet.

The boxes were sealed in cardboard and had all the seals in tact.

The quality control out of cuba isn't always the best, I too have had uneven feet to my cigars.
