I usually buy my cigars at Casco Variety, but we stay out on the islands and that is one of the only shop that carries cigars that is really close to the ferry termianal. Also try Old Port Wine and Cigars. Very nice people. Both on Commercial Street.
Not sure about elsewhere in Portland. We tend to stick in the Old Port.
