$150 for a train ticket to Rome. $4 for a tomato/mozza panino, $3 for an espresso machiato, $3 more for a gelato, and the rest to bribe a guard to let me sleep in the Sistine Chapel. That's the easiest question I've heard in a while!

Cariolanus, 10K will get you a long way in Eastern Europe. Start in Prague, take the train to Vienna, then to Budapest, then to Bucharest. But beware of Gypsies and don't fall asleep. (Personal experience.)

These are all some of the most cigar-friendly cities I've been to. And there's even an excellent cigar-bar in Prague, Tynska Bar & Books. Lots of Habanas. Lots of nice Czech women. Lots of drunk, fat, red-cheeked German men trying to pick up said Czech women. All the necessary parts for an entertaining evening.
