Yes the Freedom has a CL but only from about 6PM- 2AM. You can only smoke a cigar on the ship at: the lounge, the port side of the sun deck and the balconies off the suites. Everywhere else is now banned including the casino where the cigarette smoke is so thick you need fog lights to walk from one end to the other. The lounge is the place for a nice smoke. They have comp sparkling water but its best to bring your own smokes as the prices there are astronomical!

I was on the "Freedom" the second week of October and the cigar lounge is called the 'connoisseur club.'
The cigar choices are poor and the sizes are worse (for my taste). When I was there they had 3-5 sticks and are no longer allowed to sell CCs. MY ADVICE to you is bring as many sticks as you want to smoke, because for the price they charge... you can buy super premiums to take.
The best part about the room is that it is open till 2:00am. Mind you it is open all day and night, but you can only get service/drinks from 8:00pm-2:00am. The rest of the time you can just find a hide away.

I will be stopping in San Juan, St. Thomas and St. Marteen. I plan to visit a LCDH in St. Marteen to pick up some LTEs and Boli GM and some harder to find CCs. I posted a price list from one of them in a previous discussion.
I will definitely bring my own cigars but don't want to risk bringing CCs since it might be problematic. We depart in Buffalo so I will pick up some non-CCs like some Ashton VSGs, Arturo Fuentes, Pardron Series 1926 and Anniversary for the road.
Can't wait.

maybe teh cigars were expensive, but I can tell you the booze isn't... 5.5$ for JW gold and 17$ for JW blue is a very, very good price
The booze was the best part, well that coupled with the cigars I had been saving for a year.

Anyway back to the stuff we care about, cigars and booze. The best prices for booze was in St. Marteen as well, so don't get suckered into buying it all in St. Thomas. In San Jaun there are two places that are of interest; (1.) Michael Lawrence Studios is where I bought my ST. Dupont Lighter at a fraction of the US cost and (2.) The Cigar Emporium or Cigar Closet I forget which name it was, but you will know when you are there. This is the only place I bought NCs and everyone I purchased, tasted and smoked like a legit one.
Peep the Padron 40th Annies there, very nice!
At the LCDH in St. Marteen I got the last two Bolivar GM and just recently smoked one (it was good). I also got a box of Culebras, some Quinteros, and lastly some Partagas. They have great prices if you buy a box, if you are looking for singles... not as much.
They have a fish pond and BAR inside the LCDH, as well as, seats outside facing the street. Great place to relax, grab a drink and watch the crazy locals.

I bought the Gatsby for $350 and the ST Line 2 was $500-580, which is a good price. Oh, and it is on Royal Caribbeans safe shop guide, so that if they screw you, you are covered by the cruise line.
Oh and you will know the place in San Juan, it has a long rectangular humidor with one of the most extensive selections I have seen in a while.

Last words of advice, if anything upsets you at all during the cruise make sure to file a formal complaint with the help desk. Then when they call you after the cruise there is a note of it and they can reward you accordingly. Also, if there are other people that you are going with (like 3-4+) then call ahead and give the names stating that you influenced their decision to come and see if they bump your room (it happens all the time and you could get a free upgrade).
