It was a Cuban creation, but like just about all tobacco seed hybrids it eventually made its way to fields in Central America and elsewhere. Tobacco seed is very, very small, and easily transported. There's also tons of it in a field, so it's very hard to keep it from travelling. Whenever you see a new hybrid developed, it's not long before it appears somewhere else, generally speaking.
Tobacco seed also takes on the characteristics of the local area, so the same seed grown in different countries can taste quite different.
